In order to do a good job in "stabilizing employment", implement the task of "ensuring employment", focus on stimulating market vitality and social creativity, and support key groups to promote employment through entrepreneurship. According to the relevant requirements of Opinions of the State Council on Further Improving the Work of Stabilizing Employment (Guo Fa [2019] No.28), Opinions of General Office of the State Council on Supporting Multi-channel Flexible Employment (Guo Ban Fa [2020] No.27) and Opinions of fifteen departments including the National Development and Reform Commission of the Ministry of Human Resources and Social Security on Doing a Good Job in the Employment and Entrepreneurship of Migrant Workers (No.61 of the Ministry of Human Resources and Social Security),

First, the subsidy object

One-time business start-up subsidies in this Municipality are targeted at enterprises or individual industrial and commercial households (hereinafter referred to as business start-up organizations) founded by the following persons for the first time in this Municipality.

(a) the following persons registered in this Municipality.

1. College graduates in the graduation year and within two years after graduation. Refers to the graduates of vocational education in ordinary colleges and universities, technician colleges, preparatory technician classes and special education colleges who start their own businesses in the graduation year and within two years.

2. Register the unemployed. Refers to the personnel who have registered for unemployment in the public employment service department.

3. Retired soldiers. Refers to the retired soldiers who started their businesses within one year after being approved to retire from active service.

4 social welfare employment organizations "bottoming" placement personnel. Refers to the personnel who establish labor relations with social welfare employment organizations in this Municipality and enjoy public welfare post subsidies.

5. Report the enterprise to divert employees. Refers to the employees who need to be diverted from the enterprises that have implemented the measures of resolving excess capacity, relocation and other major adjustment and reform projects in the whole city in accordance with the relevant provisions of the state and this Municipality, and have been filed in the human resources and social security department.

6. Rural labor force. Refers to the labor force with agricultural household registration.

(two) entrepreneurs in rural areas. Refers to entrepreneurs (including non-Beijing nationals) who have registered entrepreneurial organizations in township areas of this Municipality and driven the employment of registered labor force in this Municipality.

Second, the subsidy conditions

If the above-mentioned entrepreneurs and their entrepreneurial organizations meet the following conditions at the same time, they may apply for a one-time entrepreneurial subsidy.

(a) since the date of issuance of this notice, entrepreneurs have established their first entrepreneurial organization in this Municipality and served as the legal representative or principal responsible person.

(II) Entrepreneurs have paid social insurance premiums in the entrepreneurial organizations they founded for a total of 6 months, among which the entrepreneurial organizations founded by entrepreneurs who have entered the countryside need to recruit 3 registered laborers in this city and pay social insurance premiums for them for a total of 6 months.

(3) The business start-up organization shall operate normally from the date of registration and pay taxes for more than one year according to law.

(4) The entrepreneurs and the entrepreneurial organizations they founded have good credit and have not been included in the "blacklist" of Beijing public credit information service platform.

(five) qualified entrepreneurs to start a business organization, the normal operation of more than 6 months, can apply for 50% of the subsidy funds.

Third, the subsidy standard

For qualified entrepreneurial organizations, a one-time entrepreneurial subsidy of 8,000 yuan will be given. Entrepreneurial organizations employ one registered labor force in this city every time (entrepreneurial organizations founded by entrepreneurs in rural areas employ three registered laborers in this city and employ one more every time), and pay social insurance premiums for them for a total of six months, and then give subsidies to 1000 yuan. The total subsidy for each startup organization shall not exceed 10,000 yuan.

Fourth, the source of funds

The funds required for one-time business start-up subsidies are shared by the municipal and district finance in a ratio of 1: 1, and the municipal finance issues part of the funds to the district finance through the special transfer payment of special employment funds.

V. Application Procedures

(1) Acceptance of the application. Eligible entrepreneurial organizations can log on to the government website of the Municipal Human Resources and Social Security Bureau to apply and fill in relevant information within 2 years from the date of registration, or they can apply to the District Human Resources and Social Security Bureau (Social Affairs Bureau of Beijing Economic and Technological Development Zone) where they are registered.

(2) Review publicity. After reviewing the application information, the District Human Resources and Social Security Bureau (Social Affairs Bureau of Beijing Economic and Technological Development Zone) will publicize the approved list of subsidized entrepreneurial organizations and other information on the government website of the Municipal Human Resources and Social Security Bureau for 7 days.

(3) granting subsidies. If there is no objection after publicity, the District Human Resources and Social Security Bureau (Social Affairs Bureau of Beijing Economic and Technological Development Zone) will allocate the subsidy funds to the bank account designated by the entrepreneurial organization according to regulations.

VI. Job Requirements

(1) Strengthen organizational leadership. All relevant units should fully understand the importance of one-time business start-up subsidies, earnestly strengthen organizational leadership, do a good job in ensuring personnel and funds according to work requirements, clarify the division of responsibilities, strengthen business guidance, and do a good job in implementation.

(2) Optimize handling services. It is necessary to strengthen information construction, vigorously promote the "online handling" service model, optimize the handling process, simplify the examination and approval materials, improve the efficiency of policy handling, and improve the convenience service level through information sharing.

(3) Strict supervision and management. The District Human Resources and Social Security Bureau and the Finance Bureau shall timely incorporate the required funds into the annual budget for protection. Handling departments at all levels should increase their awareness of risk prevention and control, strictly implement various supervision and inspection systems, and take effective measures to strengthen post-event supervision. Smooth reporting channels, consciously accept the supervision and review of auditing and other departments, take the initiative to accept social supervision, and effectively improve the standardization, safety and effectiveness of the use and management of subsidy funds.

(4) Strengthen publicity and guidance. Actively carry out policy propaganda, strengthen public opinion guidance, enhance policy awareness through multiple channels and forms, expand policy coverage, and encourage and support more willing and capable key groups to double their employment through entrepreneurship.

This notice shall come into force as of the date of issuance. The Municipal Human Resources and Social Security Bureau and the Municipal Finance Bureau are responsible for the interpretation according to their respective responsibilities.
