How can "black cars" issue regular taxi invoices?

  Provide regular invoices as a means of attracting customers

  At around 10:30 PM on March 18, the reporter saw at the exit of Hongqiao Railway Station that, despite the presence of station management personnel to maintain order, there were still some unidentified personnel openly soliciting passengers.

  "Young man, do you want to take a taxi?" a middle-aged woman asked the reporter. The reporter asked if it was a regular taxi, and the other party replied "it is a special car". The reporter said that he needed a taxi invoice for reimbursement, and the other party immediately said that he could machine a regular taxi invoice, "There is definitely no problem with reimbursement".

  After the negotiation was completed, the woman contacted the driver and put the reporter and another passenger on a dark green van with Anhui license plates. After arriving at the destination, the reporter’s WeChat transfer, the driver took out a machine with a length of 10 cm and a width of about 5 cm, operated it, and issued a taxi invoice with an amount of 75 yuan. The invoice was printed with "Shanghai Mingtai Taxi Co., Ltd. invoice seal", and the taxi license plate number was FM3270.

  At around 7:30 p.m. on March 20, the reporter came to Hongqiao Railway Station again, and there were constantly "black car" drivers soliciting business. The reporter said that to go to Pudong International Airport, and he needed a taxi invoice. The other party said that the fare was 240 yuan, and "you can find someone to print a real invoice."

  Then the driver of the "black car" came to a white van, and the person in the car printed a taxi invoice of 297 yuan. The invoice was printed with "Shanghai Johnson & Johnson Changning Taxi Co., Ltd. invoice seal", and the taxi license plate number was FM7722.

  Are the two invoices real? The reporter logged on to the website of the Shanghai Taxation Bureau of the State Administration of Taxation, and the query results of the first invoice showed that the invoice was sold by the Shanghai Taxation Bureau of the State Administration of Taxation on January 14, 2016, and the purchaser was Shanghai Mingtai Taxi Co., Ltd. The query results of the second invoice showed that the invoice was sold by the 14th Taxation Office of the Shanghai Minhang District Taxation Bureau of the State Administration of Taxation on November 14, 2017, and the purchaser was Shanghai Johnson & Johnson Changning Taxi Co., Ltd.

  The reporter dialed the 12366 tax service hotline and provided the two invoice information to the wiring staff. The other party said that the invoice information is true.

  How can a "black car" issue a regular taxi invoice?

  On the second-hand platform of Huanzhuan, the reporter searched for many products with the keyword "ticket machine", and the price ranged from two or three hundred yuan to six or seven hundred yuan. A "taxi taxi manual ticket machine" has a historical transaction volume of 12 units. The seller said that the minimum machine is 480 yuan, and the taxi invoice is 200 yuan per roll.

  The relevant ticket machines can also be searched on Taobao. The reporter contacted the seller of a "taxi general ticket printer" priced at 650 yuan. The other party said that the ticket machine is converted from a common needle printer that prints cashier receipts on the market. After sales for life, "boarding time, getting off time, license plate number, mileage, amount, waiting time, and whether to charge fuel fees can be edited by yourself". This means that "black car" drivers can print invoices at will, and type as many as they want.

  "Machines are easy to handle, but invoices are hard to buy." One "black car" driver told reporters that it was crucial to get blank invoices for regular taxis.

  Xu Lihua, a taxi driver in Qingdao, told reporters that his taxi company distributes 10 rolls of taxi invoices to drivers every month, each roll of 100. "If you use it up, you can ask the company for it again. The company will say that you can use this ticket yourself, not give it to others."

  Reporters asked some taxi drivers randomly, and they said that some taxi companies have looser management of invoices, which can be collected at any time, and they will not check how much they use after receiving them. They have also heard that some people resell and sell blank taxi invoices privately.

  According to public information, the Shanghai public security organs have previously cracked cases of taxi drivers reselling invoices. In the case, the taxi driver Sun sold a total of 1,042 taxi invoices to Du on multiple occasions.

  In response to the "black car" invoice obtained by the reporter, Shanghai Johnson & Johnson Changning Taxi Co., Ltd. replied that according to the invoice information inquiry, it was found that the invoice had been stolen before, and the company reported the case to the police in January last year. The staff of Shanghai Mingtai Taxi Co., Ltd. said that the invoice information is true, but how it was leaked is still under investigation.

  Xu Lihua told reporters that similar incidents have happened around him. Some taxi drivers have been stolen because they have eaten lunch and gone to the bathroom to leave the vehicle, but there are also taxi drivers who falsely claimed that the invoice was lost or stolen after reselling the invoice.

  Strengthen the management of taxi invoices, and crack down on scalping invoices

  Shanghai traffic management department said in an interview with reporters that in the future, it will continue to urge enterprises to collect monthly vehicle and driver invoices, organize regular spot checks and comparisons with actual service trains, and promptly investigate and deal with abnormal situations.

  According to the reporter’s understanding, the Shanghai Municipal Transportation Department has clarified the relevant requirements for the management of invoices in the taxi industry as early as 2012, requiring enterprises to register the issuance, use, and balance of taxi invoices, and strictly keep them by special personnel to prevent the loss of invoices due to management omissions.

  Scalping invoices not only violates industry management regulations, but also faces legal risks. According to the provisions of the Supreme People’s Procuratorate and the Ministry of Public Security on the standards for filing and prosecuting criminal cases under the jurisdiction of public security organs (2), those who illegally sell more than 100 ordinary invoices or whose total denomination is more than 400,000 yuan shall be prosecuted.
