The CPC Central Committee and the State Council specially set up a preparatory committee for the 2020 National Congress of Model Workers and Advanced Workers.

In February, the "Policy Statement on Recommendation and Selection" was formulated and issued to guide all units to do a good job in recommending candidates.

Li Yufu said that the commended candidates meet the recommended selection conditions set by the CPC Central Committee and the State Council, and have the following three outstanding characteristics:

First, it is highly political and advanced. The candidates have been recognized by Party committees and relevant departments at all levels, and basically have the honorary foundation of provincial and ministerial level commendation and awards, and have created outstanding achievements in the past five years, especially since the 19th National Congress of the Communist Party of China, among which more than 200 people have made outstanding contributions in the field of poverty alleviation, and 358 people have enjoyed special allowances from the State Council.

Second, it is widely representative and mass. Among the commended personnel, 2015 were from party member; 158 democratic parties and independents; 578 women, accounting for 23.2%; There are 226 ethnic minorities, accounting for 9.1%.
