The amazing murder case attracted great attention from all parties, and the police immediately set up a task force to conduct an investigation.

During the investigation of the case, it was found that before the incident that day, the suspect Chen Fugang’s man Zhou was chopped by Cao and others in front of a hotel in Zhuping Township and almost died. Chen Fugang quickly led people to chase Cao, which had the scene of the death of Cao at the beginning.

The difficulty in the investigation of "3.04" triad-related cases lies in the fact that the public security organs only have one case of intentional homicide at the time of the case. Later investigation found that Chen Fugang made a living by opening a casino. Since 2016, he has gathered more than a dozen unemployed people to act as his messenger to protect gambling and collect debts for him. What was the formation process of the gang? The public security organs investigated from the source, which took five months, traveled more than 50,000 kilometers, made more than 500 transcripts, and bound 30 volumes of files. In one fell swoop, they uncovered 15 cases of Chen Fugang’s opening of casinos, illegal detention, illegal invasion of houses, harboring, etc., and revealed that Chen Fugang had opened casinos in Zhuping and Changzhou since 2016, and used gambling debts as bait to reduce Dan Baotang, Chen Lei and Zhou.

In order to ensure the smooth progress of the trial, Shiyan Anti-triad Office formulated the Overall Plan for the Security Work in Trials of Ganggang-related Cases in Chen Mou, and the Intermediate People’s Court of Shiyan City formed a collegial panel of seven people’s congresses consisting of three judges and four people’s jurors. Before the trial, the collegial panel held several pre-trial meetings to exchange views and reach a consensus on the procedural issues of the trial. The trial was conducted in accordance with the litigation procedure, and the court investigation, evidence cross-examination and court debate were completed within 2 days. More than 200 people, including some deputies to the National People’s Congress, members of the Chinese People’s Political Consultative Conference, representatives of the masses, teachers and students of colleges and universities, relatives of defendants and journalists from the news media, attended the court as observers.

On December 25th, 2019, the Provincial High Court upheld the death sentence of the appellant Chen Fugang with the criminal incidental civil judgment No.92 (2019), and submitted it to the Supreme People’s Court for approval according to law. The Supreme People’s Court is reviewing Chen Fugang’s death penalty.

After trial by Zhushan County People’s Court, it was found that Ling Yong, director of Zhuping Police Station of Zhushan County Public Security Bureau, acted as the "protective umbrella" for the evil forces, which led to the intensification of local gambling in Zhuping Township and formed a gang of evil forces headed by Chen Fugang.

On December 26th last year, the People’s Court of Yunyang District sentenced 16 members of the underworld organization headed by Zhao Xinhong for organizing, leading and participating in the underworld organization, illegal detention, extortion, stirring up trouble, opening a casino, intentional injury, harboring, loaning at high interest, illegal business operation, etc. The sentences ranged from 6 months to 21 years respectively.

After the verdict was pronounced in the first instance, Zhao Xinhong and others refused to accept it and appealed to the Shiyan Intermediate People’s Court. During the investigation of this case, the accumulated value of the property involved was more than 200 million yuan, and the "protective umbrella" and "net" were investigated and detained, and 3 people were detained and 2 people were treated.

Zhao Xinhong’s case has a long time span, a large amount of money involved, and it is difficult to identify and dispose of the property involved, and the means are soft and violent. From 2008 to its demise, the bank accounts of usury funds alone amounted to more than 1.2 billion yuan, which shows the difficulty of investigation.

The Shiyan Anti-triad Office actively coordinated the political and legal organs and the Commission for Discipline Inspection, and promoted the synchronization of "breaking money and breaking blood" and "breaking the net with an umbrella".
