Dialogue with Qiu Jing, Chairman of Huifa Group: Promoting the property service industry to be stable and far-reaching with credit.

With the abolition of the Measures for the Administration of Qualification of Property Service Enterprises, credit has become an important starting point for strengthening the supervision and standardizing the development of the property service industry. In order to solve the problems existing in property service management, Huifa Group put forward the concept of "harmonious community", that is, "creating a harmonious community with appropriate methods".

Q:In your opinion, why should we strengthen the construction of credit system in the property service industry?

A:The era of credit has arrived. The property service industry is related to thousands of households. Property service is a "one-to-many" process, and many contradictions cannot be reconciled only by relying on the contract. Therefore, the introduction of credit mechanism to evaluate the service behavior, service providers and clients and display the evaluation results can increase the transparency and credibility of services, make excellent property service enterprises recognized, give owners and owners’ committees a chance to choose better property service enterprises, and finally promote the construction of good order and the realization of a better life in the community.

Q:How will the construction of the credit system of the property service industry affect the industry?

A:First, guide property service enterprises to improve the level of property services. As the saying goes, "A little intolerance leads to great mischief." There are various contradictions and conflicts between property service enterprises and owners, often because of "little tolerance". After the establishment of credit evaluation system, all kinds of behaviors accumulate into "credit value", which will urge property service enterprises to pay more attention to the details in daily service.

The second is to standardize the behavior of property services. There are many and complicated issues faced by property service enterprises in the service process. When there is no general norm in the whole industry, various problems will arise. After the introduction of credit system, there will be an evaluation standard for property service behavior, which will eventually promote the standardization of property service behavior.

Q:How does your company participate in the concrete practice of credit system construction in the property service industry?

A:In the process of participating in the construction of the credit system of the property service industry, Huifa Group gradually raised its awareness. Earlier, we conducted an investigation and found that many property service companies could not collect property fees, which led to their lack of sufficient funds to support property services and had to lower their service standards, which aggravated the owners’ incomprehension and dissatisfaction with property service companies, and some property service companies could not even continue to provide services and had to leave the community.

When the environment of the community deteriorates and the owners’ awareness of property services is not improved, it is difficult for the community to find a good property service enterprise to provide services, which eventually leads to the ruin of the community and seriously affects the lives of residents in the community. In this case, Huifa Group uses professional knowledge, skills and its own resources to help property service enterprises solve the problem of property fee collection by credit means.

In this process, by collecting the feedback from the owners, we also know the reasons why the owners don’t pay the property fees according to the contract. First, the owners have insufficient understanding of property services, and second, the property service enterprises have defects in their own behavior.

On the one hand, some property service companies do have inadequate property services, causing owners to fight by not paying property fees. The problems existing in the property service enterprises themselves reflect that the property service enterprises have not fulfilled their commitment to provide corresponding property services, which is closely related to the fact that the property service enterprises have not established credit awareness and lack of credit common sense. This allows the owners to form the idea that "the more the property fees are in arrears, the more benefits there will be". This kind of reverse incentive measures has produced a "broken window effect", which has led to more and more owners defaulting on property fees, further aggravating the contradiction of difficult charging in the property service industry.

Q:Previously, you put forward the concept of "harmonious community". Under what opportunity did you put forward this concept? What problem does this concept aim to solve?

A:Community is the place where people live and the basic unit of society. In the process of providing fees and other value-added services for the property service industry, we found that the reasons for the contradiction between property service enterprises and owners are related to the development law of the industry in addition to the above-mentioned points.

Many property service enterprises in China are subsidiaries of real estate enterprises, which provided services as after-sales links of real estate developers in the early days. These property service enterprises have done a good job in the management of "things" such as building maintenance, facilities and equipment maintenance, and community greening. But in modern communities, property service enterprises should not only manage things, but also serve people. Many property service enterprises still lack the consciousness of "serving people".
