On February 5th, official website, the provincial government, issued the "Implementation Opinions on Comprehensively Promoting the Renovation of Old Urban Residential Areas" (hereinafter referred to as "Opinions"), which made it clear that no less than 1,300 old urban residential areas will be renovated this year in the whole province, especially those completed before the end of 2000, which are divided into three categories: basic, perfect and upgrading, and the key and difficult issues such as financial guarantee and project promotion are clarified.
Focus on the transformation of residential areas built before the end of 2000.
The transformation of old residential areas is an important livelihood project, and it is also the direction and focus of the future urban construction model transformation. The "Opinions" clarified the transformation objectives. This year, the province will start to transform no less than 1,300 old urban communities, benefiting more than 250,000 residents, and basically form an institutional framework, policy system and working mechanism for the transformation of old urban communities. By the end of the 14th Five-Year Plan period, it is necessary to basically complete the transformation task of the old urban residential areas that need to be transformed before the end of 2000 in Guangdong, and areas with conditions will strive to complete the old residential areas that have been completed before the end of 2005.
Which communities can be included in the scope of transformation? The "Opinions" clarify that residential quarters (including single residential buildings) that were built earlier in the city or county (Chengguan Town), were out of control, the municipal supporting facilities were not perfect, the community service facilities were not perfect, and residents’ willingness to transform was strong will be included, and the old quarters built before the end of 2000 will be mainly transformed.
The "Opinions" also stressed that the residential areas (single-family houses) that are planned to be demolished and brought into the scope of shed reform should not be used as the transformation targets. Meet the requirements of the state-owned enterprises and institutions built by themselves or mixed, the army belongs to the old town community, according to the principle of territoriality into the scope of transformation.
The Opinions also clarified three types of transformation contents, namely, basic category, perfect category and promotion category.
The basic category refers to the transformation content to meet the residents’ safety needs and basic living needs, mainly including the transformation and upgrading of municipal supporting infrastructure and the maintenance of public parts such as roofs, external walls and stairs in residential areas. Including the transformation and upgrading of water supply, drainage, power supply, roads, gas supply and other infrastructure within and in contact with the community.
Perfection refers to the transformation contents to meet the convenience needs of residents and the needs of improved life, mainly including the transformation and construction of environment and supporting facilities, the energy-saving transformation of buildings in residential areas, and the installation of elevators in conditional buildings. The upgrading category is the transformation content actively promoted to enrich the supply of community services, improve the quality of life of residents, and base on the actual conditions of the community and surrounding areas, mainly the supporting construction of public service facilities and its intelligent transformation.
In view of the different transformation contents, the Opinions pointed out that the basic category should play the leading role of financial funds, so that all reforms should be made; To improve the category, we should change it when it is appropriate under the premise of respecting the wishes of residents; The promotion category should follow the model of government guidance and market operation, so that it can be changed.
Encourage social forces to participate in design, transformation and operation.
In the renovation of old residential areas in many cities, how to widely mobilize all parties to participate is a difficult problem. The "Opinions" put forward that it is necessary to establish and improve the mechanism of party building leading urban grassroots governance, and community party organizations should coordinate and coordinate residents’ committees, owners’ committees, property rights units and property service enterprises to jointly promote the transformation work.
In terms of specific promotion, the Opinions support the large-scale transformation of old urban communities and encourage the adoption of market-oriented methods such as EPC and state-owned enterprise platforms. And promote planners, architects, builders, supervisors and cost engineers to enter the community counseling. However, the renovation projects involving historical and cultural cities, historical and cultural blocks, immovable cultural relics and historical buildings should strictly follow the relevant protection and repair requirements.
After the renovation of the community is completed, we can choose to employ property service enterprises, quasi-property services or implement owner autonomy management according to the actual situation, and guide residents to negotiate and determine the management mode, management regulations and rules of procedure of the owners after the renovation. Encourage multi-channel fund-raising for management and maintenance, such as increasing the public revenue source of the community by adding parking spaces and opening up advertising spaces.
The "Opinions" also proposes to promote the participation of social forces, such as encouraging state-owned enterprises and institutions and other original property rights units to give financial support to the transformation of the original employee residential quarters that have been handed over to the localities. Attract social forces to participate in the design, renovation and operation of various service facilities through government procurement, paid use of new facilities, and implementation of asset rights and interests. Support and standardize all kinds of enterprises to participate in the transformation in the mode of government and social capital cooperation. For renovation projects such as adding parking garages, operating service places and installing elevators, we can explore the integrated market operation mode of "renovation+operation service" to promote the renovation of residential areas.
Promote the integration and utilization of stock resources. Encourage all localities to carry out large-scale or cross-district linkage transformation in accordance with the requirements of contiguous integration, overall planning and supporting, and batch promotion, so as to realize the co-construction and sharing of district infrastructure, service facilities and public spaces.

In the renovation of old residential areas, another big problem is funds. In particular, the "Opinions" standardized and guided the transformation funds, and proposed to establish a reasonable sharing mechanism for transformation funds.
First of all, it is clear that the people’s governments at all levels and listed cities should formulate guidelines for residents to participate in capital contribution and reasonably determine the proportion of residents’ capital contribution. Residents can contribute directly, use housing provident fund, use special maintenance funds for houses, and transfer the public benefits of the community.
The "Opinions" also encourage all localities to strive for central subsidy funds, incorporate the renovation of old urban communities into affordable housing projects, and focus on supporting basic renovation content. However, the central subsidy funds should focus on supporting the transformation of old urban communities built before the end of 2000, and can appropriately support old urban communities built after 2000, but it shall not exceed the limited period and proportion stipulated by the state.
At the same time, all localities should give financial support to the transformation of old urban communities, which can be included in the scope of the use of state-owned housing sales income stock funds, and actively strive to raise funds for transformation through the issuance of local government special bonds.
The "Opinions" also proposes to use financial means to encourage banking financial institutions to develop credit products in a targeted manner, and provide credit support to enterprises and projects that implement the transformation of old urban communities under the premise of controllable risks and sustainable business. It also supports the operating entities of the transformation work to use corporate credit bonds, project income bills, etc. for debt financing, but they shall not undertake government financing functions.
During the specific implementation, the Opinions proposed to streamline the whole process of examination and approval of renovation projects. The implementation of online examination and approval, joint examination and parallel examination and approval, which does not involve the change of land ownership, can use existing land use procedures and other materials as land certification documents, and there is no need to go through land use procedures. Projects that do not change the construction area, total height, floors and fa? ade, and do not affect the construction safety, may be exempted from handling the construction project planning permit. For low-risk projects that do not involve changes in the main structure of the building, and the project construction unit is informed of the commitment system, the construction drawing review may not be carried out.
