Implementation plan on promoting the high-quality development of children’s welfare and protection institutions in Beijing
Children’s welfare and protection institutions are an important part of the child welfare system, and undertake the task of ensuring the overall situation of lonely children. In recent years, with the great attention of the Beijing Municipal Party Committee and Municipal Government, the construction of children’s welfare and protection institutions in Beijing has been accelerated, the service capacity has been enhanced day by day, and the parenting level has been steadily improved, which has played an important role in safeguarding children’s legitimate rights and interests. At the same time, the number of children raised in institutions is declining, the proportion of sick and disabled children is rising, the demand for professional services is increasing, and the problems of unbalanced and inadequate development of grassroots child welfare and protection institutions and low level of professional services are still outstanding. In order to further promote the high-quality development of children’s welfare and protection institutions in Beijing, and effectively strengthen the protection of children’s welfare and assistance, the following implementation plan is formulated in accordance with the Opinions of the Ministry of Civil Affairs and other fourteen departments on Further Promoting the Optimization and Upgrading of Children’s Welfare Institutions and the Innovation and Transformation of High-quality Development (Minfa [2021] No.44), combined with the actual situation of our city.
I. General requirements
Thoroughly implement the spirit of the important instructions of the Supreme Leader General Secretary on children’s work, implement the Law of People’s Republic of China (PRC) on the Protection of Minors and the Measures for the Administration of Children’s Welfare Institutions, aim at promoting the high-quality development of children’s welfare and protection institutions, base on Beijing’s reality, adhere to the problem orientation, pay equal attention to quality improvement and transformation, and build a development pattern of children’s welfare and protection institutions in the new era that meets the standards of the first-class area, adapts to the economic and social development level of the capital, and has a more sound system, stronger guarantee and more professional services.
By 2025, we will fully complete the optimization and upgrading of municipal and district-level child welfare institutions, complete the innovative transformation of district-level child welfare institutions, make the development layout scientific and reasonable, standardize the rights and responsibilities, and ensure efficient and effective services.
Second, build a work pattern of division of labor, cooperation and joint development
(1) Improve the linkage mechanism of municipal and district institutions. District child welfare institutions should promptly take in and raise orphans and abandoned babies found in their administrative areas and other children who need the civil affairs department as guardians. Municipal children’s welfare institutions undertake the bottom-up protection function, which can help foster children entrusted by districts with no children’s welfare institutions or insufficient institutional support capacity, and become a demonstration unit for the high-quality development of children’s welfare institutions in the city. Clarify the relationship of foster care, sign an agreement on foster care, the district civil affairs department should bear the responsibility of guardianship subject, guarantee the funds for foster care of children, visit children regularly, and implement various policies such as children’s medical care and education; The foster care institutions should undertake the responsibility of daily care and do a good job in providing services such as child care, medical care, rehabilitation and education.
(two) improve the internal division of labor and circulation mechanism of municipal child welfare institutions. The Municipal Children’s Welfare Institute mainly undertakes the upbringing of orphans and disabled children at a young age, improves the high-level service norms and standards for orphans and disabled children, and builds a national model child welfare institution. The Second Children’s Welfare Institute mainly nurtures children over 6 years old who meet special education conditions and children over 14 years old who have mild or moderate physical disabilities, strengthens the cause of special education and builds a first-class brand of special education in institutions. SOS Children’s Village in Beijing focuses on raising school-age children who are healthy or slightly disabled and are suitable for general education, constantly improving the parenting model featuring family parenting and building it into a model institution for family parenting of children in distress.
(3) Improve the linkage mechanism between the institutions for the protection of minors and child welfare institutions. Children who are temporarily under the supervision of civil affairs departments such as vagrants and beggars, abducted and rescued children, and children who are under guardianship and infringed upon children, who have stayed in institutions for the protection of minors for more than three months and cannot find their parents or other guardians, should be transferred to child welfare institutions for placement and care in time.
Third, optimize and improve the quality of the propulsion mechanism
(1) Improve the level of child support. According to the principle that is most conducive to the healthy growth of children’s body and mind, according to the types and characteristics of children with different health levels, personalized parenting and growth programs should be formulated to ensure children’s better growth. For children who meet the conditions for adoption, enter them into the Beijing Children’s Adoption Information Management System in time and actively arrange for adoption. It is forbidden to place children in the same living area as adult assistance objects and the elderly. The Child Welfare Department attached to the old-age care institution should realize the transformation to an independent children’s welfare home as soon as possible. If it cannot be transformed, it will not be retained.
(2) Effectively strengthen medical security. Children’s welfare institutions should have an internal clinic or cooperate with comprehensive or specialized medical institutions at or above the second level to provide medical services for children, invite experts to enter the institutions to guide the construction of an internal clinic, and conduct consultations and rounds. Children’s welfare institutions should set up isolation zones and do a good job in the prevention and control of infectious diseases. To study the establishment of medical treatment measures for children without temporary household registration. Give full play to the role of comprehensive protection of basic medical insurance, serious illness insurance, medical assistance and charitable assistance.
(3) improve the professional ability of rehabilitation. Effectively increase the intensity of rehabilitation services, so that every child can get timely and professional rehabilitation services as much as possible, and improve their self-care ability. City and district child welfare institutions shall meet the conditions of designated service institutions for rehabilitation and assistance of disabled children. We can strengthen cooperation with other professional rehabilitation institutions and medical institutions by hiring professionals or purchasing services, evaluate the rehabilitation of sick and disabled children in the institutions, formulate personalized rehabilitation programs and organize their implementation, so as to ensure that there are personnel, venues and programs for rehabilitation.
(4) Do a good job in ensuring children’s education by classification. Children’s welfare institutions and guardians should promptly register school-age children who have the ability to receive general education in the organization according to the admission and admission procedures. The education department should arrange to study in inclusive kindergartens or public primary and secondary schools nearby and incorporate them into the management of student status. Children’s welfare institutions should do a good job in the transportation and safety management of children to and from school, set up relatively independent study and living spaces in the hospital, and create a good learning environment for children. Effectively strengthen special education and encourage children’s welfare institutions with a certain scale to set up special education schools (classes and kindergartens) according to their needs. Other child welfare institutions can take the form of attending special education schools or sending teachers to their homes to ensure that children receive appropriate education in time. The staff members who have obtained corresponding qualifications and are recognized as teachers in special education schools (classes and kindergartens) established in accordance with the law in the institution shall be included in education and training, professional title evaluation, commendation and awards by relevant departments according to regulations, and enjoy relevant treatment and subsidies.
(5) Improve the policy of resettling orphans as adults. We will improve the social resettlement policy for orphans in children’s welfare institutions in Beijing. Orphans who have the ability to live independently and work should find jobs when they grow up. We will promote state-owned enterprises and institutions in Beijing to accept and resettle adult orphans for employment, and give priority to renting public rental housing for eligible orphans. Those who meet the requirements of joining the army will be given priority under the same conditions. Those who meet the conditions for the identification of destitute personnel shall be included in the scope of support for destitute personnel according to regulations and arranged in social welfare institutions.
(6) Strengthening social work and psychological services. Encourage qualified child welfare institutions to set up social work departments or special posts, and introduce social workers and psychologists to actively participate in parenting, medical care, rehabilitation, education and resettlement services. Make full use of professional social work methods to carry out children’s needs assessment, resettlement plan formulation, psychological counseling, social integration, etc., promote the organic combination of social work and psychological service with voluntary service, and provide personalized and diversified services for children.
Fourth, accelerate the transformation of institutional innovation
(a) to promote the functional transformation of municipal institutions for the protection of minors. Strengthen the construction of municipal institutions for the protection of minors, improve the functions of institutions, strengthen professional strength, and improve the service guarantee level of institutions. Municipal relief and protection institutions for minors should do a good job in the relief and protection work of vagrants and beggars, minor children of non-Beijing prisoners, abduction and rescue of children, and assist in the specific work on the protection of minors.
(2) Promote the integrated transformation of regional child welfare and juvenile protection institutions. On the basis of doing a good job in raising orphans and disabled children in this area, the existing district child welfare institutions have added the brand of district minor protection institutions. According to the needs, the districts that have not set up child welfare institutions reasonably determine the entities responsible for the rescue and protection of minors in their respective jurisdictions, so as to ensure that the relevant responsibilities and tasks for the protection of minors are implemented by someone and have a place to implement them.
(3) Explore the transformation of socialized services. Study and establish support and guarantee policies, encourage children’s welfare institutions to give full play to their own advantages, expand the scope of services, and encourage children’s welfare institutions to provide short-term care, day care at work, rehabilitation training and other services to disabled children outside institutions, especially disabled children from difficult families; Establish parent schools to provide home care and education guidance services for orphans and disabled children in the region. Give full play to the advantages of institutional resources, and actively cultivate and guide social organizations to participate in and support children’s welfare and protection through various forms such as government entrustment, project cooperation and incubation support.
V. Implementation steps
(1) Start-up stage. October 2021-December 2022. District Civil Affairs Bureau, Municipal Social Welfare Affairs Management Center and other relevant departments will strengthen research, refine implementation measures and formulate implementation plans.
(2) implementation stage. January 2023-December 2024. According to the implementation plan, all districts and units will comprehensively carry out the work of building, upgrading and transforming child welfare and protection institutions.
(3) Acceptance summary stage. January 2025-December 2025. Check and accept the construction, upgrading and transformation of municipal and district child welfare and protection institutions, seriously explore and summarize the good practices and experiences in the work, publicize the units with obvious results, popularize their experience in construction, upgrading and transformation, and consolidate and expand the achievements of the work.
VI. Safeguard measures
(1) Strengthen organizational leadership. All relevant units and departments should incorporate the high-quality development of child welfare and protection institutions into the important agenda and the "Fourteenth Five-Year Plan" development plan, clarify the work objectives, compact the work responsibilities, and strengthen overall coordination. Support to help solve special difficulties through urban linkage and other means. Strengthen the construction of institutional team, further equip with strong work force, strengthen business training, and continuously improve professional level and ability. Increase investment and improve service guarantee ability.
(2) Strengthening departmental responsibilities. Civil affairs departments should perform their duties as lead and competent departments, make overall coordination, supervise and guide, perform their duties in conjunction with relevant departments, and promote the high-quality development of child welfare institutions. The institutional establishment department should co-ordinate resources and do a good job in the construction and development of child welfare and juvenile protection institutions involving institutional establishment. The development and reform department should promote this work into the relevant planning of local economic and social development, and give overall consideration to the project arrangement. Education departments should do a good job in the implementation of various education policies, guide and support institutions to set up special education classes or schools according to their needs, and increase the supply of special education resources for institutions. Public security departments should register in registered permanent residence according to laws and regulations, intensify efforts to find relatives for abandoned babies and children, vagrants and beggars, and send children who cannot find their parents or other guardians to child welfare institutions according to procedures. The financial department should strengthen the financial guarantee, reasonably arrange the funds related to children’s welfare and protection, and strengthen the management of related funds. The human resources and social security department should implement the relevant treatment policies for agency staff, and provide vocational skills training and employment guidance services for school-age orphans who have the ability to work and the willingness to work. Housing and urban-rural construction departments should give priority to the implementation of the protection of orphans who meet the housing security conditions when they grow up. Health departments should support and guide child welfare institutions to improve the level of medical security for children through various forms, and incorporate the professional and technical job evaluation of medical staff in the institutions into the title evaluation and employment system of the health system.Fire rescue agencies should supervise and guide children’s welfare agencies to do a good job in fire safety education and training, fire hazard investigation and rectification, fire fighting and emergency evacuation plan preparation and drills. Market supervision departments should guide child welfare institutions to strengthen food safety management. The medical security department should provide convenience for children in child welfare institutions to participate in the basic medical insurance for urban and rural residents and enjoy medical assistance according to regulations. Military service organs should do a good job in the recruitment of people who meet the conditions for joining the army. Disabled Persons’ Federation organizations should, under the same conditions, give priority to bringing qualified child welfare institutions into designated service institutions for rehabilitation and assistance of disabled children, strengthen professional guidance, and implement the rehabilitation and assistance system for disabled children.
(3) Strengthen guidance and supervision. Take a typical approach and encourage institutions to try first. Establish a dynamic tracking mechanism, keep abreast of the work progress, regularly report the situation, sum up the promotion experience, incorporate the work progress into the annual comprehensive evaluation, and urge the implementation. The District Civil Affairs Bureau and the Municipal Social Welfare Affairs Management Center shall report the implementation plan to the Municipal Civil Affairs Bureau before the end of December 2022, and report the work progress to the Municipal Civil Affairs Bureau before the end of December each year during the period of 2022-2025.
