The pilot period is tentatively set for this year. Experts pointed out that at present, agricultural products insurance with local advantages and characteristics still cannot meet the farmers’ risk protection needs. The policies introduced this time will help accelerate its development, promote the timely adjustment and improvement of agricultural insurance-related policies in various places, and be good for expanding rural industries and increasing farmers’ income.
There are over 200 insured varieties.
In recent years, with the rapid development of local advantageous and characteristic industries, its corresponding insurance has also entered a stage of rapid development. According to the data of the Ministry of Finance, by the end of 2018, there were more than 200 varieties of agricultural products with local advantages and characteristics insured in China, and more than 800 insurance products developed by insurance institutions. Some provinces also introduced the policy of subsidizing the insurance of agricultural products with special characteristics in cities and counties by provincial finance.

To promote the development of agricultural products insurance with advantages and characteristics, Anhui Province has issued financial subsidy documents several years ago, and continues to increase its efforts. In recent years, Huaining County has successively introduced many local agricultural products insurance varieties such as greenhouse vegetables, blueberries and Trichosanthes. Since 2012, special agricultural products insurance has provided a total of 1.08 billion yuan of special agricultural risk protection for Bozhou City, and paid a total of 47.63 million yuan in compensation; In 2018, Huangshan City invested 6.55 million yuan in insurance premiums for featured agricultural products and 4.7 million yuan in financial subsidies from cities and counties, providing 120 million yuan of risk protection for more than 6,000 farmers … … In fact, not only Anhui, but also Zhejiang, Shandong, Guangxi, Sichuan, Guizhou and other places have taken measures in recent years to vigorously develop agricultural product insurance with advantages and characteristics.
The relevant person in charge of the Ministry of Finance pointed out that, although the local superior specialty insurance has developed rapidly, its overall scale is still small compared with that of bulk agricultural products, and its function is not fully exerted, so it is difficult to meet the growing risk protection needs of farmers, and it is urgent for the central government to issue policies to support it.
Implement differentiated subsidies
In response to the demand, the document issued by the Ministry of Finance proposed that in 10 provinces and autonomous regions such as Inner Mongolia, Shandong, Hubei, Hunan, Guangxi, Hainan, Guizhou, Shaanxi, Gansu and Xinjiang, eligible agricultural products with local advantages and characteristics should be rewarded according to a certain proportion of the premium to support the development of agricultural products with local advantages and characteristics.
In terms of subsidy ratio, the circular proposes that the central government will subsidize 30% in the central and western regions and 25% in the eastern regions on the basis of at least 35% subsidies from provincial and sub-provincial governments. At the same time, in principle, the proportion of premium subsidies borne by county-level finance for key counties in national poverty alleviation and development work and counties in concentrated contiguous poverty-stricken areas shall not exceed 5%.
Ye Xingqing, director of the Rural Economic Research Department of the State Council Development Research Center, told this reporter that many agricultural products with local advantages and characteristics are distributed in the central and western regions, and the financial resources of these regions are often weak. Measures such as giving higher subsidies and giving priority support to poor areas reflect regional differences and are conducive to better supporting the development of agricultural products insurance with local advantages and characteristics.
In the specific application process, the notice is clear, and there are no more than two kinds of insurance objects or insurance products with advantages and characteristics for applying for awards and subsidies, which shall be determined independently by the pilot areas. Innovation of insurance products, such as price insurance, income insurance, etc., will be carried out for the insurance subject matter that has been included in the premium subsidy scope of the central government, and the qualified central government will also give support to the award and compensation policy. The undertaking insurance institution has not been punished by the financial department or the regulatory department for violating laws and regulations of agricultural insurance business in the county-level area in the last two years.
Help farmers to increase their income

"From the perspective of agricultural insurance development, in the past few years, the central government’s premium subsidies have focused more on bulk agricultural products. According to the data of the Ministry of Finance, the varieties subsidized by the central government’s premium have been expanded from five in planting in 2007 to 16 varieties in three categories, such as rice, wheat, sugar crops, oil crops, fattening pigs, etc., which basically cover the main bulk agricultural products related to the national economy and people’s livelihood and food security, among which the coverage of three staple crops, rice, wheat and corn, is close to 70%. However, a relatively large number of agricultural products with local advantages, such as beef and mutton, miscellaneous grains and beans, melons and fruits, vegetables, tea and medicinal materials, have not been included in the scope of central financial subsidies.
