  According to the "Rizhao Education Release" news, on October 26th, the Education Resumption Group of the Office of the Leading Group (Headquarters) of Rizhao Municipal Committee for Coordinating Epidemic Prevention and Control and Economic Operation issued an urgent notice on effectively preventing and controlling the current school epidemic.

  On October 25th, a confirmed case of COVID-19 was found in Wulian County, Rizhao City, and there was a serious risk of spreading to the campus. In order to effectively strengthen the prevention and control of epidemic situation in schools and ensure the safety of teachers and students, the urgent notice is as follows:

  First, a deep understanding of the grim situation faced by the school epidemic prevention and control.

  At present, the domestic epidemic situation is scattered at many points, showing a rapid development trend, and there is a risk of further spread. The outbreak of the epidemic in Wulian County made the situation of epidemic prevention and control in schools in our city suddenly tense, which once again sounded the alarm for us. In this regard, all kinds of schools at all levels should earnestly enhance their understanding of the seriousness and urgency of campus epidemic prevention and control, and resolutely put an end to paralysis, war-weariness and luck with a highly responsible attitude. It is necessary to rectify the possible weak links and loopholes in the epidemic prevention and control work in time, and do not relax and pay close attention to the epidemic prevention and control work in schools to prevent the epidemic from spreading to schools.

  Two, strictly implement the epidemic prevention and control measures.

  Schools at all levels and of all types should, in light of the current epidemic situation and combined with the actual work, carefully revise and improve the prevention and control plan, and strictly work the system to ensure that all work measures are implemented in detail.

  (a) do a good job in the detection of key people. All districts, counties and schools should strengthen the activity track and health status of teachers and students, accurately grasp the information of key populations, timely connect with local epidemic prevention and control institutions, arrange specific nucleic acid testing matters, and complete information reporting. At the same time, according to the requirements of territorial prevention and control, implement corresponding prevention and control measures.

  1. Strengthen the detection of personnel involved in Wulian County. According to the requirements of the municipal epidemic prevention and control headquarters, all teachers and students (including all school service personnel) who are the same as the confirmed cases in Wulian County and have been to Wulian County since October 18 will be investigated immediately and nucleic acid detection will be organized.

  2. Strengthen the detection of "three key groups". Adhere to the "three key groups" who have fever and other suspicious symptoms, have a history of living in a local epidemic area or abroad, have a history of contact with people in the above areas, and live in a community (village) where the epidemic has occurred, and conduct nucleic acid detection.

  3. Strengthen the detection of personnel who have entered and returned to Shandong. Take the initiative to do a good job in tracking and managing key teachers and students in epidemic prevention and control, and strengthen the monitoring of teachers and students who have returned to Shandong. Strengthen the investigation of the history of residence and contact between teachers and students in the school, and conduct a nucleic acid test in time for teachers and students who live or have contact with close contacts, sub-close contacts, accompanying personnel and regional investigation objects, as well as all teachers and students in their classes.

  4. Strengthen the inspection of the personnel who should be inspected. The staff in the canteen who are in direct contact with imported frozen meat, aquatic products and packaging, and those who are in direct contact with the above-mentioned personnel in the same closed workplace without protection, shall be tested for nucleic acid once every 7 days.

  5. Strengthen the regular sampling of teachers and students. Accelerate the regular sampling inspection of all teachers and students’ nucleic acid detection, and formulate a sampling inspection work plan to ensure that the sampling inspection work is fully started before the end of this month. Every week, 5% of teachers and students in different grades and classes are evenly selected, and nucleic acid detection is carried out once in a cycle.

  (two) the implementation of campus closed management. Strict school gate duty and security, teachers and students will be tested for body temperature and health green code. Foreigners are not allowed to enter the school except for special reasons such as official business. Those who really need to enter the school should check their identity and register their real names, strictly observe the "temperature measurement+health green code" and be approved by the school leaders before entering. For express delivery, take-away delivery and other related items that really need to enter the campus, the handover should be completed outside the school gate on the basis of disinfection and disinfection.

  (3) Strict internal prevention and control on campus.

According to the actual needs, set up adequate sanitation and washing facilities, and provide sufficient prevention, control and disinfection materials as required.

  3. Reasonable arrangement of teacher-student activities. Closed-loop management is implemented in the campus, and sub-regional unit management is implemented in the campus with grades, classes and dormitories as units. The study and living space between each unit is relatively fixed as far as possible, and the contact personnel are clear. Arrange students’ study and life in school at the wrong time and peak, and set up a "one-meter line" scientifically. Strictly control and review gathering activities, and organize large-scale indoor gathering activities across schools unless necessary.

  4. Organize emergency drills. Further enrich and improve the emergency work team, strengthen education and training, and improve emergency response capabilities. It is necessary to take emergency drills as a part of daily education and teaching, and regularly organize whole-process and all-factor drills to ensure that the emergency handling process is mastered skillfully and all links are seamlessly connected, so as to ensure that once an outbreak occurs on campus, it can be quickly started and handled safely.

  Third, effectively standardize emergency response

  Strictly implement the Technical Plan for Prevention and Control of COVID-19 Epidemic in Colleges and Universities, Primary and Secondary Schools and Kindergartens (Fourth Edition) to ensure the standardized, orderly and efficient emergency response process.

  (1) Pay attention to the change of epidemic situation. Pay attention to the changes in the epidemic situation in the region. After the case appeared on campus, the school immediately launched an emergency plan, and took measures such as class suspension, school suspension, closed school management, and nucleic acid detection for all staff as appropriate.

  (2) Comply with the disposal process. Strictly implement the "Emergency Measures for Epidemic Prevention and Control" and other relevant regulations, all teachers and students whose body temperature is higher than 37.3℃ will be tested for nucleic acid, and other on-site personnel will be well treated and provided with service guarantee. Teachers and students who have fever and dry cough at home should report to the school in time, and the school should do a good job in tracking and registering the results of medical treatment. When the disease occurs in the school, the school will take isolation measures at the first time, go to the designated hospital for medical treatment in strict accordance with the relevant provisions of the "peer-to-peer" cooperation mechanism, and do a good job in tracking and registering the results of medical treatment. Schools that do not have clinics should contact community medical and health institutions nearby for disposal and registration.

  (3) Start the emergency mechanism. Teachers, students, employees and people living together have confirmed cases, asymptomatic infected persons, suspected cases or close contacts in COVID-19. The school should immediately start the emergency response mechanism, report to the disease prevention and control institutions in the jurisdiction as soon as possible, and cooperate with relevant departments to do a good job in screening and terminal disinfection of close contacts and other personnel. Arrange a special person to be responsible for contacting the teachers and students who accept isolation management to master their health status; Other common contacts who live and study together should be informed of risks in time, reminding them to take the initiative to do personal protection, and cooperate with the implementation of nucleic acid detection, health monitoring and other measures, such as fever, dry cough, sore throat, runny nose, diarrhea, fatigue, decreased sense of smell (taste), muscle soreness and other symptoms should be reported and treated in time.

  (four) check the certificate of resumption of classes. Schools should cooperate with teachers and students who accept the isolated management to do a good job in psychological comfort, academic counseling and privacy information protection, strengthen mental health education and prevent psychological crisis. Teachers and students who return to school after recovering from illness need to provide relevant certificates issued by qualified local medical institutions.

  Fourth, strengthen information reporting and public opinion response

  All kinds of schools at all levels should strengthen the duty watch, strictly implement the 24-hour leadership shift and cadre duty system and the "daily report and zero report" system, accurately report information, and must not conceal, omit or delay reporting to ensure the smooth flow of information. If it is found that there are suspected cases (such as fever, fatigue, dry cough, etc.) and other abnormal conditions, it is necessary to immediately start the emergency plan, report to the local disease control agency at the first time, and report to the health and education departments step by step as required, so as to achieve early detection, early reporting, early isolation, early treatment and early disposal to prevent the spread of the epidemic. Strengthen the maintenance and management of the epidemic prevention and control information platform, and the special person is responsible for timely and accurate reporting of key personnel, nucleic acid testing, vaccination, material reserves and other information. Contact local health, online information and other departments to strengthen public opinion guidance, do a good job in public opinion judgment and response, and respond to teachers, students and social concerns in a timely manner.

  V. Responsibility for prevention and control of compaction
